RMA completed a Physical Security Plan Survey for Rowan-Cabarrus Community College. RMA began the assessment with an invitation to meet with the Vision 2020 group. RMA discussed the expectations, perceptions, and understanding of numerous issues related to the security of the people and physical assets under the responsibility of the college. RMA consultants began the review of security-related policies and procedures and other related documents as they were delivered and made additional requests for follow-up information as necessary during the course of the project. Site visits to all campuses were made by consultants during normal working hours, at night, and on weekends. Observations were made and interviews were conducted in person by three consultants over a four-week period. A survey instrument was designed and delivered via the college Intranet, and over 500 responses were received and evaluated. Law enforcement jurisdictions in both Rowan and Cabarrus counties were contacted, and both police calls for service and reported crime data at each campus and the surrounding areas were requested and reviewed. Copies of any internal security related incident reports were obtained and evaluated. An analysis of the information and observations identified “gaps” in the security of the college and were reported as findings and recommendations.
The scope of work required a Security Risk Assessment Report, a Security Master Plan, and a Crisis Action Plan. Included in these reports were RMA’s recommendations on physical and personnel security changes and improvements that we believe are necessary to establish an integrated security program at the college.
