The Social Security Administration requested that Risk Management Associates, Inc. conduct an analysis of the effects of explosive devices on the SSA facility in Falls Church, Virginia. RMA conducted an analysis of the effects of explosive devices on the facility. The scope of work specified the size and general placement of the charges for modeling purposes. The basis of threat was dictated by the scope of work as were the parameters of the charge weight and the general placement of the devices. This project was not considered an engineering-level assessment and did not assess or evaluate progressive collapse. Five explosions were modeled, including stationary VBIEDs and a backpack/briefcase sized device. RMA used the Blast Effects Estimation Model (BEEM) as the tool for modeling.
