As part of the Hammond Road Expansion project, Risk Management Associates, Inc. provided commission, testing and acceptance services for all security related systems and equipment as a subcontractor to RMF Engineering, Inc. This project included new construction; modernization of the PLC, touch screens, and intercoms at the existing WCDC facility; and replacement of the video visitation system at WCDC, Hammond Road Annex, and Public Safety Center.
Equipment Start-up Services
RMA oversaw and participated in the start-up of all security electronic equipment. We verified and inspected all associate security equipment located in each security room. This also included the equipment rack layouts, terminations, wiring, labeling, equipment rack ventilation (if applicable) and all other associated requirements.
Commissioning and Testing Services
RMA worked with the Contractor to fully test each system and all components of each system. We verified and tested each system individually to confirm that all equipment operated according to the plans and specifications, all equipment operated as programmed, and all alarms and activities reported to the appropriate locations. In addition, the testing of the PLC system verified that all secondary security equipment interconnected with this system operated as designed and programmed.
Final Acceptance and Close-out
Upon the completion of the testing and commissioning of each system with the Contractor and once all punch list items from the testing and commissioning were corrected, re-tested and operated as designed, RMA performed a thorough one-day test of the systems with the owner and their administrative staff.
As Wake County continues to grow, population estimates indicate that Wake County’s population will surpass Mecklenburg County’s by 2013. A 2007 population of more than 800,000 is expected to grow to more than 1.4 million by 2030. Population growth influences court fillings, which in turn affects the number of detention beds needed. Based upon a variety of factors, Wake County’s current bed spaces of 1,312 are expected to grow to a need of 3,111 by 2030. To meet this growth in necessary bed spaces, Wake County has embarked upon a planned expansion of the Hammond Road Detention Center – in phases. A long term Master Plan for the phased development of the Hammond Road Detention Center has been prepared. Phase 2 is currently under construction and is scheduled for completion by fall of 2012.
